The bottom-up perspective was strong, with local needs guiding the work with workshops and surveys. We worked according to the leader method with representation from the public, private and non-profit sectors.

Leader Bergslagen's vision for the period 2023–2027 is:

Leader Bergslagen is an area consisting of the ten municipalities of Smedjebacken and Ludvika in southern Dalarna, Skinnskatteberg, Fagersta, Norberg and Surahammar in northern Västmanland, and Hällefors, Ljusnarsberg, Nora and Lindesberg in northern Örebro County. The history of mining unites the area and there is a strong common identity among Bergslagen's over 100,000 inhabitants. The population density is low outside the municipal capitals and almost all villages bear traces of industrial history. The nature is similar throughout the area with extensive forestry where coniferous forests dominate, many lakes and plenty of areas for recreation. The Strömsholms Canal runs through the leader area from Smedjebacken in the north to Surahammar in the south.
